NCUA Stablecoin Proposal Would Bring Crypto’s Risks into Credit Unions Without Strong Guardrails - Better Markets

The National Credit Union Administration (NCUA) has floated a proposal that would permit federally insured credit unions to participate in stablecoin-related activities, but the financial watchdog Better Markets is warning that the plan lacks sufficient protections. In a recent comment, the group argued that the proposal would import crypto’s most volatile risks—such as runs, reserve mismanagement, and operational failures—into an institution designed for conservative, member-focused savings and lending.
For credit union members, the key concern centers on guardrails. Stablecoins are designed to hold a steady value, but that stability depends entirely on the quality and liquidity of the underlying reserves. Without strict standards on audits, redemption rights, and asset segregation, a sudden loss of confidence could strain a credit union’s balance sheet. Better Markets contends that the NCUA’s approach may be premature, leaving cooperative lenders exposed to risks they are not structured to manage.
The market relevance lies in regulatory precedent. If the NCUA finalizes a permissive but weakly guarded framework, other banking regulators may face pressure to adopt similar rules. For now, observers should watch the NCUA’s response to public comments and whether it strengthens reserve requirements, disclosure duties, and consumer protections before any final vote.
